Description
Clackamas Community College (CCC) seeks to hire an experience Director of Human Resources to direct the day-to-day operations of the Human Resources Department. This is an administrative, supervisory, exempt and benefits-eligible position.

Duties and Responsibilities
:
In partnership with the Chief Human Resource Officer the Director of Human Resources provides leadership for the college's strategic and operational objectives in the following way:
- Excellent communication skills, both written and verbal and the ability to innovate, lead, manage and develop a team of individuals with diverse backgrounds, experiences, and expertise; and proven experience in managing competing interests.
- Oversees, plans, and supervises the day-to-day operations of the college's Human Resources Division.
- Partners with the Chief Human Resources Officer (CHRO) to develop innovative programs, processes, and systems to enhance the experience, engagement, and effectiveness of the college's employees
- Coordinates the work of a highly competent, customer service-oriented team in the following functional areas: human resources information systems (HRIS), analysis and reporting, employee benefits, classification and compensation, talent acquisition and retention, leave management and payroll administration.
- Provides consultative services to college leadership on employee relations and performance management matters.
- Establishes and maintains collaborative partnerships with the college's labor partners
- Participation in and support for labor agreement activities including contract negotiations and grievance processes.
- Directs the investigation of Title IX and employee complaints of allegations of sexual harassment, discrimination or unfair treatment.
- Responds to questions or concerns regarding the provision of HR services
- Analyzes legislation to determine impacts on the delivery of human resources programs and services.
- Ensures compliance with employment related policies and processes, collective bargaining agreements and applicable local, state, and federal laws.
Ideal candidate will have knowledge of:
- Operations, services and activities of a comprehensive human resources program including: HRIS, talent acquisition, classification, compensation, benefits and payroll administration;
- Mandated rules, regulations, policies and procedures governing State of Oregon human resources programs;
- Principles of supervision, training, recognition, and performance evaluation;
- Principles and practices of labor and employee relations;
- Methods and techniques of conflict resolution;
- The intersectional approaches, strategies and tools needed to dismantle structural and institutional racism as well as disrupt individual racism;
- The principles and practices of cultural competency;
- Principles and practices of process improvement;
- Methods and techniques of project management;
- Principles and practices of long range and strategic planning.
Qualifications
REQUIRED QUALIFICATIONS:
- Bachelor's Degree in Human Resources, Business, or a related field AND five years' related professional experience OR any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.
- A driver's license valid in the State of Oregon or an acceptable means of alternate transportation for travel between campuses.

WORKING CONDITIONS
:
The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.
The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.
The work environment is usually well-protected, with minimal hazards or obstacles (5-20%). There is little or minimal element of personal risk or hazard. Job conditions are usually comfortable, with minimal (5-20%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have minimal responsibility for driving.
SUPERVISORY RESPONSIBILITIES
:
Responsible for the direct supervision of approximately 6 FTE employees.

:
Works under the general direction of the Chief Human Resources Officer.

TERMS OF EMPLOYMENT:
- This position will be eligible to work remotely up to (2) days per week in accordance with the CCC policy.
- All positions at CCC are required to be available for work onsite as requested by the college and requires flexible work schedule to meet program needs, which may include evenings and/or weekends.
- CCC employees must reside within 50 miles of the Oregon City, Harmony or Wilsonville campus as a condition of employment.
