OVERVIEW
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River. The main campus is located in the city of Redding, population 90,000. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
To organize, direct, coordinate, and supervise the District's information services function and develop and implement programs and systems to meet user needs and requirements. This position will also oversee the implementation and use of the District's Enterprise Resource Planning (ERP) solution (Ellucian Colleague), web registration, information services, reporting services, and e-commerce activities.

Employees in this classification receive minimal supervision within a broad framework of policies and procedures. Employees in this classification direct, coordinate, supervise, and formally evaluate the work of others. This job class exercises responsibility for the successful provision and supervision of information technology services for the District, which requires specialized knowledge in the areas of information technology systems, operations, and programming. This job class functions at a full supervisory level of classification, is overtime exempt, and is not eligible for longevity benefits.

CLASSIFICATION: Range 30 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday.

SUPERVISOR: Director of Information Technology or designee

This is a Classified Administrator position with a default CalPERS retirement.

Typical Duties, Knowledge and Ability
Examples of typical duties are descriptive and not restrictive in nature.

  • Organizes, directs, coordinates, and supervises the daily operations and activities of the District's administrative computing department and configuration and implementation activities with regard to the District ERP (Ellucian - Colleague) and related applications.
  • Analyzes existing programs and makes necessary program coding modifications; assists or leads in analyzing new releases of ERP applications and tools and evaluating the impact of custom modifications.
  • Assists in developing, writing, and updating computer programs and applications. Identifies programming problems and develops effective solutions.
  • Researches and analyzes federal, state, and local requirements, policies, and procedures to design and implement software solutions for District needs.
  • Identifies details of analysis studies; determines and locates sources for collecting data and information.
  • Provides complex technical leadership to the Information Services department and the District.
  • Develops and communicates future direction of systems including cost benefit analysis.
  • Performs project leader responsibilities; monitors and coordinates activities of the project; constructs time and cost estimates; provides project reports, updates, and recommendations.
  • Monitor and track project milestones and deliverables.
  • Confer with project personnel to identify and resolve issues.
  • Coordinates the maintenance and configuration of software and systems with appropriate parties.
  • Coordinates training sessions for system users.
  • Operates a variety of computers and related equipment including servers, printers, tape and disk drives, and network related equipment.
  • Keeps abreast of technical developments and information system trends; anticipates changing needs by self-study and participation in courses, seminars, and conferences.
  • Assesses workload implications and feasibility of new system requirements; analyzes existing systems performance in relation to specified requirements to ensure proper integration of new programs.
  • Plays a key role in the evaluation of change requests to ensure proper integration within existing ERP systems.
  • Reviews, redesigns, or modifies existing systems to improve effectiveness and efficiency.
  • Communicates with District users and Information Technology staff to ensure information needs are being met.
  • Serves as a resource person to the District with users, vendors, and other community college consortia members.
  • Attends various meetings, conferences, and seminars related to information systems, and serves on various District committees as a resource person.
  • Supervises other staff as needed.
  • Performs other related duties similar to the above in scope and function as required.
Knowledge of:
  • Principles, procedures, practices, and terminology related to the District's ERP system (Ellucian Colleague) and other information system operations in online and interactive modes,including, but not limited to, Microsoft Systems Server operations and maintenance, Unidata, and SQL.
  • Principles, concepts, practices, terminology of operating systems, client/server architectures, and related services.
  • Techniques and practices of computer programming, database management, and software support.
  • Principles, techniques, and tools for effective and efficient troubleshooting and performance monitoring.
  • Emergency and disaster preparedness and response for information and communication systems.
  • Web development tools such as DreamWeaver, Internet browsers, electronic mail, and FTP software.
  • Database management skills for related Business Systems, including Microsoft Access, SQL, and flat file systems.
  • Computer languages as specified.
  • Principles of project management, managing budgets, developing schedules, determining project scope, setting objectives, determining staffing needs.
  • Customer and personal service principles, assessing needs, meeting quality standards, and evaluating service delivery.
  • Administration and management methods and techniques, knowledge of principles involved in strategic planning, resource allocation, leadership, and coordination of people and resources.
Ability to:
  • Organize, prioritize, and track tasks, requests, and projects effectively using appropriate charts, project management, and database tools.
  • Analyze complex information technology and programming procedures and develop logical conclusions.

Experience/Education
Education/Experience Required:

  • Combination of training, education, and experience equivalent to a bachelor's degree, with major coursework in computer information systems and database technologies or related areas.
  • Minimum of three (3) years professional and supervisory experience directly related to developing or supporting an integrated database Enterprise Resource Management System; progressively responsible experience in an information technology or administrative role.
  • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and staff.

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 6 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.

Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
