Min T/E Requirements:
The successful candidate will have a master's degree in a relevant discipline or Juris Doctor from an accredited institution and a minimum of 3 years of progressively responsible experience demonstrating a clear understanding of Title IX, the intersection of VAWA, and the Clery Act. Demonstrated experience in compliance administration, investigative work, and interpreting and applying policy.

Primary Purpose of Organization Unit:
Ensure university compliance with Title IX of the Education Amendments of 1972 (Title IX), the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) as amended by Violence Against Women Reauthorization Act of 2013 (VAWA), and state law. The Office of Title IX and Clery Compliance is a section of the Office of General Counsel (OGC). OGC provides comprehensive legal advice and assistance to The University of North Carolina at Pembroke.
Primary Purpose of Position:
Serves as the university's Title IX Coordinator, as defined by the US Department of Education, and oversees the university's effort for compliance with Title IX, the Clery Act, VAWA and related laws and regulations and ensures the accuracy of institutional data and required reports.
Job Description:
This position is eligible for a sign-on bonus. To be eligible for a sign-on bonus, the candidate must not have worked as a probationary, permanent, or time-limited employee in the last 12 months as an employee in North Carolina state government subject to the State Human Resources Act.
Reporting to the university General Counsel, the Director of Title IX and Clery Compliance plays a critical role in ensuring legal compliance. This position supervises the of Title IX and Clery Compliance office staff.
(75%) Title IX CoordinatorServes as the university's Title IX Coordinator, as defined by the US Department of Education, and provides leadership and guidance on matters of Title IX compliance and oversees the implementation, administration, and monitoring of university's compliance with Title IX and related laws and regulations and ensures the accuracy of institutional data and required reports. Reviews and coordinates any updates to the university's Title IX policies and regulations. In consultation with appropriate university departments, annually identify and provide Title IX training to all Mandatory Reporters (Responsible Employee), Confidential Reporters, other campus constituents and for the institution as required by law and/or policy. Develops, implements, and documents training and educational programs for the university community (student, staff, & faculty) related to compliance with Title IX and maintains accurate records of all compliance efforts. In consultation with the Office of General Counsel and Director of Student Conduct, provides Title IX related training to staff, faculty and administrative committees as necessary, to include applicable hearing boards. Conducts quarterly and annual review of all formal and informal Title IX complaints and reports in order to identify and address any patterns or systematic problems that require attention and prepare and deliver reports, as necessary to Cabinet and the Board of Trustees. Works collaboratively with various campus offices including, but not limited to, Campus Safety, General Counsel, Academic Affairs, Student Affairs, Facilities, Athletics, and Human Resources. Provides ongoing consultation regarding Title IX requirements and the university's compliance program to the chancellor's cabinet, and others as appropriate. Receives and reviews all reports/complaints of sex discrimination (including sexual assault and sexual harassment). Coordinates in a timely manner and is responsible for the institution's response to, and investigation of, reports/complaints of alleged violations of Title IX, including implementation of appropriate resolutions procedures in accordance with federal/state regulatory requirements and university policies and regulations. Develops prompt, thorough, and impartial investigation procedures for reports of sex discrimination. Conducts objective confidential fact-finding investigations into reports of sex-based harassment, sex-based discrimination and related misconduct tat ensure due process for all parties, including case intake/interviews, providing resource referrals and supportive measures to all parties involved in the investigative process. Serves as the primary contact for government inquiries from the Office of Civil Rights. Chairs the Title IX Committee and trains and directs efforts of any university deputy Title IX Coordinators/Investigators to ensure assigned Title IX responsibilities in accordance with all federal/state law regulatory requirements and university policies and regulations are executed. Serve as an active member of the CARE team student support team including attending weekly meetings and supporting caseload of students. Regularly attends Title IX education programs to ensure compliance with appropriate standards and continuously identifies and integrates best practices related to Title IX processes. Develops content for a university Title IX webpage. Coordinates other Compliance Office functions as needed. Performs other duties as assigned.
(25%) Clery ComplianceReviews and coordinates any necessary updates to the university's Clery Act related policies and regulations. In partnership with the Clery Act Compliance Committee, reviews and distributes the Annual Security and Fire Safety Report and ensures that it is completed in accordance with relevant laws and policies. Collaborates with the University Police Department and the Office of Student Conduct to review and monitor crime and referral data. In consultation with appropriate university departments, annually identify and list and provide Clery Act training to all Campus Security Authorities and others as required for the institution. Develops, implements, and documents training and educational programs for the university community (student, staff, & faculty) related to the Clery Act. Oversees the university's effort for compliance with, the Clery Act, Violence Against Women Act and related laws and regulations and ensures the accuracy of institutional data and required reports. Provides ongoing consultation regarding Clery Act requirements and the university's compliance program to the chancellor's cabinet, and others as appropriate. Regularly attends Clery Act education programs to ensure compliance with appropriate standards and continuously identifies and integrates best practices as they relate to Clery Act processes. Evaluates Clery Act campus geographic locations and reviews institutional ownership/control of buildings and properties to ensure accurate and complete data collection; maintains an accurate list of such properties.
